2001 NOAA POSTDOCTORAL PROGRAM IN CLIMATE AND GLOBAL CHANGE

The University Corporation for Atmospheric Research (UCAR) announces the continuation of the NOAA Postdoctoral Program in Climate and Global Change. UCAR manages this NOAA-sponsored program, which pairs recently graduated postdoctorates with host scientists at U.S. institutions to work in an area of mutual interest. The objective of this program is to help create the next generation of researchers needed for climate studies. It endeavors to attract recent PhDs in sciences which address studies of relevance to the NOAA Climate and Global Change Program (refer to NOAA's Web site at: http://www.ogp.noaa.gov.

The NOAA Climate and Global Change Program seeks to provide an effective national climate service based on the development and application of global and regional climate forecast information. The Program focuses on observing, understanding, modeling, and predicting the climate system on seasonal-to centennial time scales and assessing the regionally specific socioeconomic consequences of climate variability. Specific research foci include:

* Understanding and predicting both changes in, and regional manifestations of, large-scale global modes of variability such as the El Nino-Southern Oscillation (ENSO), the North Atlantic Oscillation (NAO) and the Pacific Decadal Oscillation (PDO).

* Observing and modeling ocean, atmosphere, land and ice sheet dynamics in order to characterize the coupled processes that give rise to climate variability.

* Predicting future levels of radiatively important trace gases and aerosols, which involves modeling the biogeochemical processes that cycle these constituents throughout the earth system.

* Documenting and analyzing past climate change in order to understand the full range of natural variability in the earth system, thus resulting in more accurate climate predictions.

* Improving our understanding of how humans adapt to climate, which includes the social and economic responses to both current climate variability and potential long-term changes in climate, as well as the potential use of climate information to improve human welfare.

* Analyzing and modeling hydrometeorological processes such as soil moisture, rain, snow, vegetation, frozen ground and runoff generation.

Applications are solicited from qualified postdoctoral candidates. Preference is given to those who have held a PhD for no more than five years. Awardees must change institutions in the absence of compelling circumstances. A clear indication of the scientific areas to be pursued and goals is particularly important. A steering committee, broadly representing the skills and interests covered by this program, selects the fellows and recommends appointments with U.S. agencies and institutions. The selection criteria used by the steering committee in making these awards may be found on the internet at http://www.vsp.ucar.edu. Please refer to the selection criteria for more details. The Web site also includes a list of all present and past appointees to this program.

UCAR Postdoctoral Fellowship at the NOAA/EPA National Exposure Research Laboratory Research Triangle Park, North Carolina

INVITATION: On behalf of the National Exposure Research Laboratory (NERL) of the United States Environmental Protection Agency’s Office of Research and Development, the UCAR Visiting Scientist Programs seeks a recent PhD to pursue investigations of modeling particulate matter in the atmosphere. The incumbent will work with the team of experienced scientists (from the Atmospheric Sciences Modeling Division of the NOAA Air Resources Laboratory who are on assignment to the NERL) that recently developed the Models- 3/Community Multiscale Air Quality (CMAQ) modeling system. This program will provide an exciting opportunity for scientific evaluation and exploration of current state-of-science particle modeling within the overall framework of Models-3/CMAQ.

GENERAL: Models-3 is a powerful new community- based open modeling framework for the CMAQ system that provides a comprehensive state-of-science multi-pollutant, multi-embedded scale heterogeneous- photochemistry and deposition modeling capability. It is designed for scientific research and inquiry, and equally important, it is a state-of-science based modeling tool for use in implementation requirements of a policy and/or regulatory nature to address current and emerging air quality issues. With its one-atmosphere paradigm, the CMAQ system models all the important atmospheric transport processes and chemical pathways affecting sources of air pollution and thus, provides a holistic and powerful means to develop control strategies in the context of assessing their impacts on photochemical oxidants, particulate matter (PM) and toxic issues. In the case of PM, the CMAQ system predicts ambient gridded values of particle number, size distribution, composition, and total mass for different size ranges as well as gridded deposition of primary and secondary particulate values, and associated visibility for multi day episodes on regional to urban scales. For further details see http://www.epa.gov/asmdnerl/models3.html.

The incumbent will conduct intensive scientific model evaluation studies with focus on fine particulate composition, number and mass based upon observational data sets from major and specialized field measurements campaigns that are now or will soon be coming available for model evaluation. Part of the responsibilities will be to understand the measurements and their biases and address inconsistencies between model predictions and measurements. Results from this program of study have important implications of a strategic nature; the anticipated enhancement of the science basis will serve to reduce science uncertainty and thus increase the confidence of the science community and the public in the use of Models-3/CMAQ for implementation of air quality objectives and other related air quality issues.

QUALIFICATIONS: Applicants should have a PhD in atmospheric sciences, chemistry and/or meteorology or related disciplines with knowledge and interest towards the pursuit of in-depth model evaluation studies of PM. The individual must have:
(1) modeling (air quality modeling with Eulerian grid framework is desirable), programming experience (Fortran), and working familiarity with PC and UNIX- based workstations,
(2) knowledge and experience with diagnostic analyses and statistical and graphical analysis techniques applied to observational data,
(3) capability in oral and written communications, and
(4) ability to work both independently and as a contributing team member.

To apply, send the following materials to UCAR/VSP:
-- A cover letter stating the specific name of this program.
-- Curriculum Vitae with a list of publications, technical reports and professional presentations.
-- Names and contact information of four professional references (one must be from a thesis advisor). It is the applicants responsibility to request that the reference letters be sent to UCAR/VSP by the application deadline.
-- Masters or PhD thesis abstract, including title of thesis.
-- One to two page statement of experience and interests as related to goals of program.

Application deadline is: 15 December 2000. The exact start date is negotiable.

Fellows become a UCAR term employee and receive a fixed annual stipend. Benefits include health and dental insurance, sick and annual leave, paid holidays, mandatory participation in a retirement fund (TIAA/CREF), and life insurance. A relocation allowance is provided as well as an allowance for scientific travel and other support costs. The position will be located at EPA's NERL in Research Triangle Park, N.C. The program offers an appointment up to three years, reviewed annually and available starting in early 2001.
