The Concept of a National Instrumentation Facility

The hydrologic sciences community, via CUAHSI, has proposed to the NSF a Pilot
Hydrologic Measurement Facility (HMF), with a funding decision expected in fall
of 2004. Regardless of the particular decision by the NSF on this proposal,
in this Town Hall meeting we seek to explain and obtain greater input on the
concept of a national instrumentation facility. The proposed HMF is designed
to serve the entire community through a number of mechanisms, including a hydrologic
instrumentation marketplace; a Handbook of Methods in Hydrologic Measurement;
third-party support of NSF funded research projects; and direct support of the
implementation of the Hydrologic Observatories. The proposed Pilot HMF is a
three-year process with the establishment of the permanent HMF being competed
in the second year of the project. Please attend to learn more about the proposed
HMF and to give us valuable and needed input to the planned activities.
