A 27 March report recommends measures to improve the transition of satellite-derived research and technologies from NASA into operational services provided by the National Oceanic and Atmospheric Administration and the Department of Defense.

The report, by the U.S. National Research Council, said that this transition “is often less efficient and slower than it could be, resulting in a loss of return on the research investment.” The report said that “while clear examples of successful transitions currently exist, the transition process in general is largely ad hoc.”
