AGU 1997–1998 Congressional Science Fellow

Dr. Julie J. Moses

Dr. Moses was the 21st AGU Congressional Science Fellow, working with Representative Dennis J. Kucinich of Ohio from 1997–1998.

Dr. Moses attended UCLA for graduate school and holds an MS and PhD in Atmospheric Sciences, although she did research in space physics. She went to Gustavus Adolphus College for undergraduate school and majored in physics.

For the fellowship, Dr. Moses worked for Representative Dennis Kucinich (D-OH). She handled issues related to NASA, Y2k, and government management. Rep. Kucinich was the ranking member of the Government Management and Information Technology Subcommittee, and she acted as his interface with the committee staff, and attended all related hearings. NASA Glenn Research Center is in Kucinich's district. His office lobbied furiously for the International Space Station because of a sizable microgravity group at Glenn.

Dr. Moses currently works as a program manager at the Air Force Office of Scientific Research (AFOSR) in Arlington, VA. AFOSR gives out research grants for basic research. Her primary responsibilitiy involves handling the NRC post-doc and Summer Faculty Fellowship Program. In addition, she is program manager for the Engineer and scientist exchange program and the Window on Europe/Asia program. These programs involve sending Air Force Research Lab. (AFRL) scientists overseas to work in foreign labs and also bringing foreign scientists over here to work in the Air Force labs.

Of the fellowship, Dr. Moses says, “the Fellowship drastically affected my career path. I was able to move into science policy and administration from being stuck in post-doctoral positions. I'd definitely do the fellowship again.”
