S.2144: Carbon Dioxide Pipeline Study Act of 2007: A bill to require the Secretary of Energy to conduct a study of feasibility relating to the construction and operation of pipelines and carbon dioxide sequestration facilities, and for other purposes.
Requires the Secretary of Energy to study, and report the results to Congress on, the feasibility of the construction and operation of: (1) pipelines for the transportation of carbon dioxide for sequestration or enhanced oil recovery; and (2) carbon dioxide sequestration facilities.

S.2191: America's Climate Security Act of 2007: A bill to direct the Administrator of the Environmental Protection Agency to establish a program to decrease emissions of greenhouse gases, and for other purposes.
Requires the Administrator of the Environmental Protection Agency (EPA) to establish: (1) a greenhouse gas (GHG) registry; and (2) a GHG emission allowance transfer system for covered facilities, including specified facilities within the electric power and industrial sectors and facilities that produce or entities that import petroleum- or coal- based transportation fuel or chemicals. Sets forth emission allowances for 2012-2050, with a declining cap on GHGs.

S.2323: Carbon Capture and Storage Technology Act of 2007: A bill to provide for the conduct of carbon capture and storage technology research, development, and demonstration projects, and for other purposes.
Requires the Secretary of Energy to establish a competitive grant program to provide assistance to at least three, but not more than five, eight-year commercial demonstration projects to demonstrate the long-term effects of sequestration of carbon dioxide in deep geological formations, of which: (1) not fewer than two shall be conducted in deep saline aquifers; and (2) the remainder may be conducted in saline aquifers combined with storage in established oil or gas fields.
